Draw lesson from the experience of the foreign and domestic successful pilot, will be introduced to the commercial insurance widely in our country, in the construction of NCMS and play the advantages of commercial insurance institutions, can effectively reduce the NCMS’ risk, improve the operational efficiency and security level of NCMS, to better safeguard the interests of the guarantee ginseng to farmers. On the other hand also can promote the commercial insurance institutions of visibility and credibility, is beneficial to develop the rural’ insurance market. At present, how to solve the commercial insurance to participate in NCMS, ways and methods of the NCMS and building a win-win situation, the research of the lack of a system, it is a focus in the study of this thesis.
