since reform and opening up, the new development of market economy, small and medium-sized private enterprises in China is developing rapidly, added a lot of energy, the development of construction in our country, and made outstanding contribution to national economic construction. As some of the best in the world garment producing area in China, the clothing brand is known all over the world are numbered, to boost the development of the apparel industry in recent years. With the development of human resource management in enterprise is mentioned in the strategic height, how to find and retain talent brings to the enterprise’s development momentum, become all companies concerned topic, and the key is scientific and reasonable to guarantee by the enterprise. Therefore, further study of the development of the clothing enterprise salary system and design patterns, to better promote its sustainable development.Papers on the compensation theory, on the basis of an in-depth study is made on the related theories at home and abroad to do the review, and connecting with the domestic and foreign research present situation, has analyzed our country clothing industry human resources present situation and the characteristics of the compensation system. Through questionnaire investigation and employee interviews, found in Anshan JD clothing co., LTD., employee education is generally low, and the staff on the pay structure and pay levels of satisfaction is not high. After understanding enterprise basic situation, problems existing in the diagnosis of its compensation system, the results show that JD company compensation system existence strategic intent is not clear, pay system concept consciousness weak, compensation structure design is unreasonable and lack of scientific post value evaluation, etc. To solve these problems, combining with the regional and industry pay levels, Anshan JD garment co., LTD., to optimize the compensation system design, and further puts forward the safeguard measures on the implementation of the new compensation system. Paper is divided into four parts, the introduction, the relevant theory, empirical and conclusion respectively, general idea is carding domestic and foreign relevant theories of salary design, on the basis of present situation of the compensation for JD Company make a diagnosis, and carries on the optimization design practice.For enterprises how to attract and retain talents, maintain long-term development are studied, and the development direction of garment enterprises in China are discussed.
