With the increasingly fierce competition of the international market, the cost of raw materials and human resource are keeping rising. The exports of the apparel OEM manufactures in PIYANG area go suddenly down; the profit is reducing dramatically; and it’s more and more difficult for the apparel manufactures to survive. In the face of the intense competition, as the pillar industry of this area, apparel industry must transform and upgrade in order to enhance its core competence. The paper argues that, in this transformation and upgrading, only to form the industrial cluster effect and regional industry brand through the innovation of the industrial development pattern can promote the core competence and occupy the dominant position in market competition. By reading and summarizing the essays of the apparel industry and industry development pattern, the paper acknowledges that most scholars focus more on the macro aspects like industry structure and layout instead of meso- and micro effects in their study of the development pattern of apparel industry; so they are quite ambiguous on which pattern to choose when involves a specific area. This paper will explore and raise a new development pattern for apparel industry based on meso- and micro level.By using literature analysis and inductive method, this paper will summarize the deficiency of the development pattern of traditional industries through generalizing plenty of related studies by scholars home and abroad. And with the field method, the paper studies the current situation of the apparel industry in PIYANG area, and summarizes many problems exists, for example, many enterprises, small scales, high yield, few brand, multi output, low profit.Subsequently, in order to solve these problems, the paper will define clearly a new development pattern of apparel industry, that is, brand operators industrial operation mode which features as modular customization. The essence of the mode is to promote the development of the whole apparel industry in PIYANG area to form industrial cluster regional industry brand through constructing leading enterprises and brand.The launch of the pattern needs to form brand operation company and three platforms, namely design platform, production management platform, marketing platforms. In order to support the smooth operation of the brand operation company and these three platforms, this paper presents four measures of safeguard to support the new mode respectively from policy, organization, finance, human resource and other aspects to ensure the launch and realization of the new mode. The development pattern suggested here in this paper for apparel industry development provides a new path for the transformation and upgrading of the PIYANG apparel industry, and provides new methods and ideas for innovation of the industry development patter in the future.
