Research On St. Petersburg City Budget Problems And Countermeasures

In the research and writing papers, I investigate and analyze the current situation of St Petersburg city’s budget, on this basis, pointed out the problems and causes existing in the financial budget of St Petersburg, and on the basis of the experience of other Russian citybudget, points out the feasible scheme to solve St Petersburg’s budget. My thesis is divided into five chapters to study:In the first chapter, mainly explains the foundation and significance of the study, points out the necessity of research on this problem, and the theoretical significance and use value. In addition, in this chapter, I analyzed the domestic and foreign countries papers about thefiscal budget of St Petersburg.In the second chapter, this paper focused on interpretation of the concepts involved in and the application of the theory. This chapter discusses the characteristics of the Russian federal budget and fiscal policy on the federal and municipality levels, conditions at the municipalities directly under the central government and the administration centers of the federal subjects. In addition, this chapter also explains the essence of the municipal government debt, as well as the theory of public finance and fiscal federalism.In the third chapter, the paper introduces the current situation of St Petersburg city government budget, including the achievements and problems. That budget:the main problem existed in St Petersburg municipal debt level is not reduced, inefficient use of budget funds,budget transparency, poorly developed plan etc.. In this chapter I deeply analyzed the causes of these problems.Russia is a big country, and each federal subject is endowed with a certain degree of autonomy, so in the fourth chapter, the paper examines the financial budget of other cities in Russia, in order to provide experience for reference to solve the problems of the financial budget of St Petersburg.The fifth chapter mainly introduces the solution of St Petersburg budget problems. This chapter combines the existing budget problems of St Petersburg pointed out in the third chapter and in the fourth chapter, other Russian cities budget experience, in-depth interpretation of the solutions of St Petersburg’s budget, I hope it will be help.
