Research On The Construction Of The National Park System In China

After 100 years of development, The National Park has gradually form a unified management, clear property rights, perfect law, logistical support management system and standardized operation mechanism, can effectively deal with the contradiction between the natural and cultural heritage protected and utilization, has been highly recognized by UNESCO and IUCN, has become the world’s largest application of a natural resource management system.China is recognized as the world’s natural and cultural heritage country, since the establishment of the new China, China attaches great importance to the protected of natural and cultural heritage, at present our country has established a relatively comprehensive natural and cultural heritage protected and development of resources management system, but the lack of top-level design in general, and didn’t form a scientific and orderly system of protected natural and cultural heritage, protected zone overlapping and cross, ecosystem separate and fragmentation, bull management, lack of public property and other issues have become increasingly prominent. For this reason, China proposed to establish the national park system, aims to draw lessons from foreign successful experience, establish the National Park system and in line with China’s national conditions, to solve the current problems in our natural heritage conservation and utilization.This paper analyzed the present situation of protected zone and its main problems in China, as well as the explore experience of the National Park system in China, summarized the protected of classification and successful experience of management system in international, analyzed and discussed the experience of National Park management system and operation mechanism in United States and other countries which representative. On this basis, researched the construction of the National Park System in China. First, the access standards, proposed the representation of resources, value, integrity and suitability as the four access standards; Second, the management system, including the regulatory agencies, property rights, financial security and legal regulations; Third, the management mechanism, including the franchise, partition management and capacity control, planning and construction, distribution of benefits, supervision and management, social participation. The research on the construction of the National Park System in China has certain theoretical and practical significance for the establishment of Chinese National Park system to be scientifically and smoothly.
