Study On The Strategy Of Family Farm Development In Xinjiang Chang Ji Prefecture

Agriculture is the key to the development of economy. Our country is in a "new normal" stage, the development of agriculture and the level of the modernization of agriculture determine if we can achieve the goal that is "steady growth, structural adjustment, the " bottom line ". In 2015, " Central First Document " emphasis to accelerate the construction of modern agriculture, the development of the family farm is to solve the issue of " floor " raise, to change traditional agriculture and transformation of the mode of agricultural development, and to promote the chain of the important part of agricultural modernization. With the rapid development of Xinjiang economy, economy will exceed one trillion RMB; it will go into the "new normal" of economic development, the development of agriculture also entered the period of transformation. Chang Ji autonomous prefecture is rich in natural resources and enjoys unique Advantages in the development of family farm.This thesis adopts the method of documentary analysis and comparative analysis to study the latest news about the development of family both at home and abroad. Apart from that, we also expound the idea and theoretical basis about family farm that appeared at the paper. with the filed survey we did in Xinjiang Chang Ji and the document research we induces and analyses the current situation and growth advantage of Xinjiang Chang Ji family farm,on the basis, we combine quantitative analysis with qualitative analysis, by this means, we draw a conclusion that in the process of family farm development Xinjiang face the problem of Land occupancy right, low efficiency, financing difficult question, The low quality of the labor force, the infrastructure is always a headache and so on.Finally, to learn the development experiences and models of domestic family farm business in typical areas, we propose the following measures to promote the policy of Chang Ji family farm development: improving the agricultural social service system; improving the legal system to regulate land transfer market; increasing the investment of family farm technology; improving agricultural infrastructure level; intensifying policy support; and taking efforts to resolve difficult issues such as farmer’ s financing; strengthening education and training to foster new farmers; improving the social security system.
