Over the next ten years is the golden period of China’s economic and social development. And it is also the bottleneck of resources and environmental constraints period. Conflicts between economic development and environmental resources will further highlight. The requisition-compensation balance of cultivated land is still the essential way to ensure food security,social stability and economic development in the strategy period. the Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed that make the market mechanism play a decisive role in the allocation of resources,which put forwards new requirements for land management. As a basic system of land management system, the requisition-compensation balance of cultivated land should be adjusted appropriately to meet the needs of the times. Therefore, around works of the requisition-compensation balance of cultivated land carried out in the current, carrying out research of the market mechanism of the whole process of the requisition-compensation balance of cultivated land has very important implications for food security, farmland protection, conservation and intensive use of land, coordination of ecological, social and economic development under the new area.By reviewing the history of the formation of the institution of the requisition-compensation balance of cultivated land, this paper analyzes the background and implementation results of the institution of the requisition-compensation balance of cultivated land, clarifies the institutional framework and practice of existing requisition-compensation balance of cultivated land, proposes the limitations of current requisition-compensation balance of cultivated land system under the new situation, establishes the basic framework and the specific content of the market mechanism of the requisition-compensation balance of cultivated land system based on systematic analysis method.
