Research On The Financial Regulation Warning System And Method Of Grid Enterprise

With the continuous reform of China’s power, There is a substantial increase in the level of market participation. China’s electric power enterprise management level, financial condition and so on got more and more attention of other stakeholders. As a result, the traditional financial regulatory warning system has been unable to meet the electricity companies under the current environment of financial regulatory needs, can’t timely, scientificly reflect the financial levels of China’s power enterprises. Therefore, this article intends to set up a complex China’s power regulator early warning mechanism for the current electricity market environment, Which can scientifically and reasonably reflect the financial situation.Based on the study of relevant research results at home and abroad, this paper firstly analyzes the short comings of China’s power market, overview the current regulatory system of early warning indicators, selected the early warning representatives indicators of financial regulation from the perspective of the State Electricity Regulatory need, in order to fully reflect the current grid companies. Secondly, considering the reference value of each index evaluation standard domestic power companies, the mass levels of monitoring indicators of the standard value into "excellent value", "good value", "general value", "poor value" and "difference "Five grade set, and ultimately formed of the quality level of monitoring indicators of each grid enterprises evaluation criteria value.Again, This paper use the comprehensive evaluation method and efficiency coefficient method to evaluate the level of the financial operations of the power grid enterprise objectively, then correct the financial position by technical and economic indicators, to form the China’s power grid enterprises operating conditions of the financial results of a comprehensive evaluation, make an objective judgment on the grid enterprise’s production operations and financial condition, measure effectively of the operating and financial risks. Through the establishment of the regulatory system of early warning indicators, can provide a measure of electricity regulators business and financial risks, and guide the healthy and stable development of the power industry to provide an effective way.
