Because of the energy crisis and environmental deteriorationbrought with development of economy, low-carbon economy has been developped in countries all over the world, and the world has entered a new era. As an important means to solve energy and environmental problems, the governments and enterprises pay much more attention to the development of electric vehicles. In response to the national energy saving and the promotion of new energy vehicles, the government of Beijing strongly supports the construction of charging stations of electric vehicles.Currently, due to the development uncertainty of the electric vehicle industry, battery swapping station, as electric cars’ ancillary services, also faces enormous risk. A number of factors seriously threat the construction and operation effectiveness of the power plants, such as electrical charging technology, construction standards, marketing demand and assets security. Therefore, it is necessary to research on the risk of power plants and take all uncertainties into account to determine the degree of risk, make the risk response plan and propose risk response measures. In this way, we can achieve rational planning, scientific layout and avoiding risks in the process of power plants construction.Standing on the point of risk management, this paper detailed combed the risks that power plants projects may face and build the risk evaluation index system. Then, based on the Analytic Hierarchy Process, we obtained the proportion of all risks. After that, this paper uses fuzzy comprehensive evaluation method to draw the final risk value of building battery swapping station in Beijing. Although, the risk level of battery swapping station is medium risk, but we still need to be vigilant to pay attention to the emergence of new risks. In the end, based on the risk level of Beijing battery swapping station and the characteristics of electric vehicles, we propose some pointed risk avoidance strategies for power plants project.
