Along with the rapid development of shipping industry in China and demands from national ocean strategies, the requirements on the quantity as well as quality of shipping talents is ever increasing, while higher marine education is taking the significant mission of fostering marine specific talents. Due to the specialty of marine education, the government has played an important role in the management of higher nautical education. However, in recent years, the drawbacks of government’s function in the process of management of higher marine education were ever more exposed: such as the overpressure on the part of government to solely manage the financials, the mishandling in relationships among government, market and other managing bodies, as well as the ever protruding problems of omission and offside in government functions. To further analyze and solve the above problems, the thesis focused on the current situation and problems in the process of government’s management of higher marine nautical education, and proposed specific measures and suggestions pointing at these problems.This contribution consists of five parts: part one is the introduction, including reasons for selection of the thesis theme and research significance, current situation of related studies home and abroad, and research thoughts, methods, as well as innovation points, etc.; part two is the research overview, which defined related conceptions, focusing on the nature of government functions in the management of higher nautical education and the theoretical foundations of this study; part three is an overview of government function orientations in China’s higher nautical education, encompassing the current situation of government function orientations, phenomena of government function mis-orientations as well as possible reasons of the mis-orientations; part four introduces foreign government function orientations in higher marine education and experience references, in which two countries with comparatively sophisticated management system of higher nautical education were selected to explore the execution of management functions of foreign government in the management of higher marine education as well as the relationship between government and higher nautical colleges; part five is the countermeasure study to reform the government function orientations in process of management of higher marine education in China, and proposed rational suggestions and measures pointing at mis-orientation problems discussed above.This thesis used the methodology of dialectical materialism and historical materialism as its general method, specifically adopting the literature reference method, comparative analysis method, etc. This paper, in the view of New Public Administration, and in reference of public products theories, government function theories, discussed the evolution of government function orientations in higher marine education, analyzed the current problems of mis-orientation of government functions, pointed out the impediments in the transformation of relationships among government, society, and colleges in higher marine education, got an understanding of the government function orientations in higher marine education in foreign countries, learned their experience in both practice and theories, and pointedly put forward related measures. This thesis is of certain novelty in its research view, and is of great significance in both terms of theory and practice for current transformation of government functions, and the handling of relationship between government and market.
