In the face of increasingly fierce market competition environment, if the enterprise wants to keep up with the pace of development of the times, it must continue to strengthen talent training. As the main means to improve the quality of the enterprise personnel, staff training plays a more important role in the enterprise. Since Railway has realized the separation and pressed ahead with market-based reform constantly, JM company has always taken the staff training as the basis of talent training and corporate development. However, the most difficult problem lies in training management is the lack of a reasonable assessment of the training effect, making it is impossible to evaluate investment return and define the contribution of training.This paper reviews the domestic and foreign literature on the evaluation model and evaluation methods commonly used at home and abroad on the basis of a systematic study of literature, laid a theoretical foundation for the study of evaluation of training effect of JM company. Based on the investigation of training management, the situation and problems of JM company are analyzed. Then based on the Kirk Patrick four level model, we adopt the method of questionnaire, expert consultation, management interview etc, and make a comparative analysis of the reaction layer, learning layer, behavior layer, result layer. On the basis of the above research results, a complete training effectiveness evaluation system is established for JM company. This paper select one training course of JM company as the case analyze object adopting the above methodology, the applicability and operability can be verified. Finally, this paper put forward the improvement countermeasures for the effective implementation of training effectiveness evaluation so as to guarantee and perfect the training practice of JM company.This paper formulates a useful system of staffs training effectiveness evaluation from the aspects of evaluation process, evaluation index system and evaluation implementation according to the situation of JM company, which will perfect the effectiveness of staff training of JM company.
