For the past few years, the need of sea transportation has been stimulated by the rapidevelopment of world economy. In the case of container throughputs, the port containerthroughputs all over the world in 2008 were 503 million TEUs and the corresponding data hadbecome 588 million TEUs in 2012 (World Bank,2013). Although the shipping market had beeninfluenced by American Financial Crisis, the average increase rate was about 3.36%. In China, theport cargo throughputs in 2013 were about 7.561 billion tons and the average increase rate during2008-2013 was about 9% (Ministry of Transport,2014). The port container throughputs in 2013were about 170 million TEU and the average increase rate during 2008-2013 was about 7.4%(Ministry of Transport,2014).Port competitiveness evaluation of existing literature are not considering the port area’s influence on the port, and the regional differences will lead to different assessment results. Therefore, in this paper, the regional difference in evaluating port competitiveness will affect factors into account, analysis of different results:two cases consider regional differences and did not consider regional difference, never analysis port internal influence port competitiveness and port area, put forward reasonable Suggestions, port competitiveness, form the mutual promotion of harbor city interactive mechanism.This paper expounds the research background, comprehensive finishing the research status at home and abroad; Secondly expounds theoretical basis, the paper puts forward the regional difference theory, to analyze the causes of regional differences and the coordinated development of regional urbanization. Through the interactive development of harbor city factor analysis, the port and regional interaction analysis of economy development and regional economic relations. Build the regional difference coefficient and the evaluation model, introducing the concept of regional difference coefficient, and to establish the regional difference coefficient index set, Topsis model is set up. And then build the port competitiveness evaluation index system, right of combination evaluation model is established. Listed in China’s top ten ports 2009-2013 data for empirical research, the port competitiveness evaluation, comparing the advantages and disadvantages, compares from three aspects: regardless of theO influence factors of the region’s port competitiveness comparison, will influence as the external environment of the competitiveness of the region comparison, will affect as part of the competitiveness index of the region, so as to put forward the feasibility for the development of ports, port and regional harmonious development Suggestions at the same time.
