With the worsening of the global greenhouse effect, reducing carbon dioxide and other greenhouse gas emissions, has become the focus of the world.The concept of low carbon economy has been becoming popular in the public, countries around the world have introduced policies to reduce carbon emissions.Maritime industry as the main way of transportation, which is a high energy consumption industries. Maritime industry consume 2 billion barrels of fuel every year,which can bring about 1.2 billion tonnes of carbon dioxide emissions and the environment pollution.To reduce the carbon dioxide emissions of the maritime industry, in the year of 2012, " Navigation carbon tax " was put forward by the European Union, which is also planning to merge the maritime industry into its carbon emissions trading system. It is well-known that the European Union is China’s largest trading partner, and most of the exported goods are shipped to Europe from China. If the " Navigation carbon tax " was introduced by European Union, it would make a strong impacton the maritime industry of our country.The liner shipping as an important part of the maritime industry, also has to suffer bigger pressure of the cost of reducing the carbon emissions.In this background, this paper studies influence of the European Union " Navigation carbon tax " on Chinese liner shipping industry, which is from two aspects of qualitative analysis and quantitative analysis.On the aspects of qualitative analysis, on the basis of overview of China-Eu trade and the carbon emissions of shipping industry,the influence of Eu " Navigation carbon tax " on shipping industry in our country was studied. The results is that Navigation carbon tax has an effect on the operating cost, management cost of the liner shipping enterprise and also help to improve the level of the energy conservation and emissions reduction technology.On the aspects of quantitative analysis. On the basis of the route of the Navigation carbon tax influence on liner shipping, the carbon tax allocation model under different rate of costs was built.The representative routes between China and European Union and the 10000 TEU container ships were selected as an example for the empirical analysis.The results were got through the MATLAB, SPSS and @ risk software. Also the conclusions were got.Firstly, the Navigation carbon tax has an effect on carbon emissions, but it also increase the carbon tax cost, revenue and profits of our country’s liner shipping industry. Secondly, the carbon emissions and the economic loss of shipping industry can be reduced by improving the technology of energy conservation and emissions reduction. Thirdly, the higher of the pass rate of carbon tax,the more carbon emissions,but it would also reduce the operating income and profit.Finally, some measures were put forward from the country and industry aspect.
