Express industry is an emerging service industry, it plays a very important role in economy and life of our country. There is a close relationship between the development of express industry and the development of e-commerce industry. In recent years more and more people begin to experience the online shopping which is so convenience. The market size of e-commerce increase rapidly while the volume of business of express industry from online shopping has accounted for more than 60% for all of the express industry volume of business and express industry has encountered some difficulties. The warehouse overflowing problem has become a hot issue, it brings adverse affects to express industry and e-commerce industry and consumers. Now most of the express enterprises do the business alone, it is not conducive to the development of express industry and also result in a waste of social resources under the current market environment. In recent years the express develop planning or guidance from our country mentioned the integration of express logistic resources frequently. It is very important to research how to build dynamic alliance of express enterprises for solving the warehouse overflowing problem and exploring the method for express industry to develop toward the intensive direction.At first the paper reviews the related literature of e-commerce express and dynamic alliance and introduces the basic theory. After that the paper expresses the development status of express industry and discusses the problems of it. The paper analyzes the warehouse overflowing problem and summarizes the reasons as three points: express industry develops behind; the fragmented nature of the express industry; the development of express and ecommerce is not coordinate. Then the paper discusses the necessity and feasibility of building dynamic alliance of express enterprise as a method to solve the problem. In the analysis of the research on the construction of the dynamic alliance of the express enterprise, the paper focuses on the key issues such as the implementation process of dynamic alliance and the selection of cooperative partner and the organization structure and the reliance management. The paper applied the AHP on the problem of how to decide the weight of indicators in the selection of cooperative partner. In the final the paper takes Hothot city as an example to research the construction of the dynamic alliance of the express enterprise to solve the warehouse overflowing problem and the problem of the integration of express logistic resources in Hothot and also makes some suggestions.
