Research Report On The Problem Of Oil-tea Camellia Planting Willingness Of Farmers In Hunan Province And Policy Needs

China is the world’s edible oil consumption country, need to import large quantities of vegetable oil and grease from abroad every year, in order to supply the domestic demand. With China’s economic development, people’s quality of life gradually improved, the diet also will continue to upgrade, the residents of high quality edible oil demand is also growing. Our population growth, increasing demand for edible oil, edible oil supply and demand contradictions increasingly prominent, people re recognize the value of Camellia, Camellia oleifera industry state of attention and policy support efforts continue to strengthen, has brought a new opportunity for the development of tea industry. Camellia oleifera is wide and relatively concentrated in Hunan, the natural geographical conditions are more suitable for the growth of Camellia oleifera camellia, but due to a lower value, has not yet become a rich industry.According to this situation, based on the data obtained from the questionnaire survey of households planting in Pingjiang County of Liuyang City, Hunan province tea were analyzed and summarized, further research and analysis. Mainly from the farmers planting tea trees per unit area (MU) input costs, the State encourages farmers to plant Camellia policy farmers understand the situation, the main difficulties encountered in the process of planting, the farmers get in Camellia Camellia Planting Farmers subsidies, whether or not to join the tea planting cooperative organizations and volunteer service, farmers’degree of Camellia oleifera science and technology demand, farmers hope to get the support of government policies, the farmers’satisfaction on the current state of Camellia oleifera related policy carried out a questionnaire survey of households work etc.Aware of the impact of Liuyang City, Pingjiang County farmers Camellia planting willingness and policy needs of the main factors are:(1) seed and seedling subsidy promotion difficult; (2) after cultivation of tending cost high; (3) camellia seed harvest difficult; (4) tea science and technology service rate is low; (5) government the subsidy is not enough; (6) farmers tea planting subsidies is difficult to implement; the reasons are divided into the following several aspects:(1) the farmers to get tea science and technology information channels less; (2) the shortage of labor; (3) the cost of tending Camellia after planting high shortage of funds; (4) the government propaganda is not enough; (5) the implementation of the local government personnel quality is not high; (6) the interests between different levels of government imbalance; (7) the policy bank credit difficult; (8) the policy of real time supervision mechanism is not perfect, etc.In view of the current Liuyang City, Pingjiang County farmers in Camellia oleifera planting practical problems existing in the process, farmers Camellia planting willingness and farmer from the policy of the national tea needs two angles in-depth analysis and to explore the policy suggestions to solve the problem. Suggestions:(1) to promote tea varieties; (2) carry out standardized cultivation and management; (3) strengthen and improve tea technology promotion service; (4) strengthen the government organization and leadership; (5) increase government subsidies; (6) strengthen the government departments in the implementation and supervision; (7) pay attention to ecological protection, and so on.
