On The Low Carbon Economy Development Problems Under The Horizon Of Ecological Civilization

The history of human evolution is a process of keeping moving forward through practice. Human civilization has experienced four stages, namely the primitive civilization, agricultural civilization, industrial civilization and the transformation of ecological civilization. Every change of civilization in the development of human history is a great leap; every leap is a re-recognition of human and nature, which results in a new choice of a new way of life, which in turn will promote the progress and development of human society. Ecological civilization is the result of the reflection of industrial civilization, also the latest achievements of people re-recognizing, transforming and making use of nature and human itself. Therefore, Ecological civilization is an important symbol of social progress and development. Consequently, the construction of ecological civilization is an important part of implementing sustainable development strategy in our country, the inherent requirement of the scientific outlook on development, and also the inevitable choice of realizing the harmony between human and nature.The construction of ecological civilization is an essential component of "five one" pattern social development. It requires the transformation of high pollution, high emissions, energy intensive economic growth mode, and establishment of corresponding economic and social development pattern, thus the low carbon economy was born. The development of low carbon economy, which can effectively reduce greenhouse gas emissions, is a great change in human development, people’s way of life and the way of energy consumption. The core of low carbon economy is reform in energy system and industrial structure, emissions reduction and energy technology innovation. At present, our country is in a critical period of comprehensively deepening reform, transforming the mode of development, and adjusting industrial structure. Developing green industry and low-carbon economy is an effective way to carry out the construction of ecological civilization as well as the inevitable choice to promote the development of China’s economic and social science.The author explores the low carbon economy development on the basis of ecological civilization horizon. Under the guidance of Marxist civilization, the concept of scientific development, sustainable development and other related theory, the author applies the integrated use of comparative research, historical literature analysis and theory with practice method to conduct the research, following the logic of "ask questions-analysis problem-problem solving". The discussion is conducted from the height of the philosophical thinking about catching-up to problem of low carbon economy in our country.In particular, this paper introduces firstly the background of low carbon economy, and focuses on the comprehensive review of the problems in low carbon economy development both at home and abroad, and puts forward the development of low carbon economy theory and its realistic meaning. After that, the author explains the concept of ecological civilization and low carbon economy, then dialectically expounds the relationship among ecological civilization, socialism, the scientific development concept and the significance. The author illustrates harmonious symbiosis between the ecological civilization and low carbon economy from three aspects, namely background, target and the safeguard mechanism. The author makes philosophical thinking on how to promote the construction of ecological civilization by developing low carbon economy. Another, based on the theories,the author analyses and summarizes the unsound laws and regulations as well as the weak innovation ability of the low carbon economy development in our country at present stage. The author observes the source of the problem as insufficient productivity and the lack of all-round development of "human". Fourthly, the author studies the advanced experience in legislation, technology innovation from the main developed countries with a selective attitude, looking for reference for the low carbon economy development of our country. Finally, the author analyzes the theory, system and cost advantage of the development of low carbon economy in our country, and puts forward the turning path of China’s construction of ecological civilization -- to practice low carbon economy, namely the new practice of low carbon economy development in China, we should pay attention to the ideological education of low carbon, making ideological preparations for low carbon economy development, we should focus on law construction concerning low carbon economy so as to safeguard the smooth development of it.We should turn to low carbon technology, which provides technical support for the further development of low carbon economy, we must concern ourselves with low carbon system construction, which guides the healthy development of low carbon economy. The author suggests we explore low carbon industry which is the core of low carbon economy development; what’s more, the introduction of low carbon industrial circulation industry cluster pattern is the highlight of this article. By changing the concept of development, promoting low carbon production way of life and the way of low carbon consumption, building a good social atmosphere of low-carbon economy among the government, enterprises and individuals, we can surely discover a road of ecological civilization, reaching the ultimate goal of establishing a resource saving and environmentally friendly society.
