No.l Central Document in 2004 proposes "Adjust the organizational structure of township, implement of merging villages conditionally", Zhejiang Province has already proposed to merge villages and strengthen the development of core village in 2001.However, rural collective economy is the foundation of rural economy, and the groundwork for all kinds of social cause, rural collective economic organization is the carrier of rural collective economy. The past researches rarely study rural collective economics in the context of merging village policy and there is no study on the effect and mechanism on rural collective economic organizational efficiency under the policy on merging the village. Therefore, in this study, the perspective will be on the impact on rural collective economic organizational efficiency under the implementation of the policy on merging the village. Take ZS country 6 typical merging villages as an example, to study the scale expansion path of rural collective economic organization and how its efficiency differentiate.Firstly, this study relies on Furubotn and Richter’s principal-agent model to analyze the operating efficiency of rural collective assets under different principal-agent model. Second, using the panel data to analyze the scale and efficiency of rural collective economy during collectivization period and the beginning of reform and opening up. Then, by using empirical analysis of 6 merging villages samples in ZS country of Zhejiang Province, according to the functions of rural collective economic organization to select indexes to establish a comprehensive evaluation index system, estimate the efficiency values after merging the villages collective economic organization, and analyzing the causes for the scale expansion of organization and efficiency differentiation in theory. At last, the final result based on the analysis ahead is whether there is efficiency when the economic organization is expanding and efficiency differentiating and in which circumstance the organization is efficient, and further put forward specific recommendations for rural collective organizations to optimize efficiency.The main points of the study are as follows, according to the analyze of principal-agent model, rural collective assets efficiency under the centralized operation model is the lowest, the efficiency of divided rent mode is lower than fixed rent mode. But in the divided rent model the earning could be stronger, at the same time, operate the rural collective assets need to undertake relatively higher risk; Comment on the efficiency of rural collective economic organization cannot only one-sided focus on its profit, the ability to revitalize the rural collective stock of assets when the rural collective assets operation ability within little room to improve is even more important; After merging the new village, the extent of integration directly related to rural collective economic organizations’efficiency; When the "growth pole" appear in a region, and spread its influence into related industries in surrounding villages, the efficiency of the rural collective economic organization is relatively high after the village merging.
