| The county economic development comprehensive competitiveness of county not only means the capabilities to attract resources and to compete in the market, but also reflects the advanced level of the county in the fields of political, economic,cultural, ecological environment, public infrastructure and other functions. Under the background of “One Belt And One Roadâ€, Xinjiang gets a new development opportunity. The economic belt on the northern slope of Tianshan Mountains is the economic center region in Xinjiang. The economic development of China has entered a "new normal", now is adjusting economic structure and slowing economic growth. How to improve the county economic development comprehensive competitiveness under the newopportunity, while meeting the new requirements under the "new normal" for the development of the county, is a matter of concern.Previous studies on the county comprehensive competitiveness were tend to compare the regional pattern evolution or compare the differences between regions, lack of establishing the methods of the evaluation system, and the study of systematic quantitative description of the county economic development comprehensive competitiveness was not yet convinced. It can’t make good policy recommendations for government as well. Due to scholars’ insufficient research and the strong representation of the northern slope economic zone. As a typical economic zone in western China, the development of the economic belt on the northern slope of Tianshan Mountains has common features of the development of the western region of China, and the specificity of arid zone of economic zone. Therefore research on the county economic development comprehensive competitiveness of the economic belt on the northern slope of Tianshan Mountains can not only enrich t he connotation of regional geography and competitiveness, but also conducive to grasp clearly the regular pattern of the development of drought area. Sustained and coordinated development of arid zone area provide theoretical basis.The economic, industrial and development status of city groups in the economic belt on the northern slope of Tianshan Mountains were studied. Built a comprehensive competitiveness evaluation index system, include economic competitiveness, social competitiveness and environmental competitiveness of three subsystems. Factor analysis to determine the weight of each sub-system level,the comprehensive competitiveness of 23 counties have researched, from year 2011 to year 2013, calculated score of comprehensive competitivenessof the 23 counties. Find out the main factor that impact ranking of the county comprehensive competitiveness, according to the sub-index sort. At the same time, using the method of spatial quantitative analysis and geographical information systems showed the chara cteristics of the spatial distribution of component indicators of counties in the economic belt on the northern slope of Tianshan Mountains. Provide support about how to scientific promote the development of city group and how to promote the coordinated development of the counties.In summary, this study learnt experience and methods of the comprehensive competitiveness study from national and abroad. Compared and evaluated the county economic development comprehensive competitiveness of 23 counties in the economic belt on the northern slope of Tianshan Mountains. Found that the main factor restrict economic development of this zone include: the county industrial structure is irrational, the industrial layout and the development from region to region is uncoordinated; Contradictory between ecological environment and social development has become increasingly tense; Gap between the development of urban area and rural area is too large.
