Development and utilization of coalbed methane can effectively reduce the coal mine safety accidents, improve the atmospheric environment, to increase the supply of energy. Coal seam gas resources in China is abundant, utilization has achieved significant results, but is still in the initial stage of industrial development. Need to learn from the development of coalbed gas and the experience of other countries, so as to accelerate the pace of development of coalbed methane industry.After the preliminary forecast, Xinjiang 2000 m with the total amount of shallow coal seam gas resources of about 9.51 quadrillion m3, accounting for about 26% of reserves. Xinjiang coal seam gas occurrence is characterized by large thickness of coal seams, coal seam of multiple layers, coal rank, coalbed gas content is low, low permeability, high abundance etc.. The gas bearing basin in Xinjiang, the largest reserves of coalbed methane resources in Junggar basin, a total of 3.83 trillion m3, Xinjiang accounts for about 40% of reserves.Fukang city is Xinjiang coal mining area and coal production base with important. Containing coal mine area 57 km things long, north-south width of 3-15 km, area 217.69 km2, the predicted coal reserves of 10000000000 T, 98100000000 m3 forecast coal seam gas resources quantity, pumping recoverable resources 20000000000 m3, has a broad development prospect.In this paper, in the system to organize research in Fukang mining area coal seam gas exploration and development history, Fukang mining area coal seam gas resources situation and exploitation on the basis of the status quo, using the theory of gas geology disaster and prevention, control theory, economics theory and social learning theory in Fukang mining area coal seam gas development to make detailed analysis, combined with the current production status and the existing policies, the CBM industry development point of view put forward to speed up the suggestions and opinions of Fukang mining coal-bed methane development and utilization. Development of coalbed methane in Fukang problems mainly concentrated on the aspects of basic research and resource exploration degree is low, gas pipeline network coverage is low and the lack of professional and technical personnel.
