Nowadays, China’s urbanization is in the stage of rapid development, the contradiction between land supply and demand is very prominent. From the view of geographical aspect, many policies can’t adapt to the urbanization of the western region, since the development between China’s eastern and western region is not balanced, the development of urbanization in western region of China is slow, and China is carry out one-size-fits-all land policy, what’s more, many policies aim to standardize the urbanization’s development of towns in the eastern coastal areas. As China’s "Twelfth Five Year Plan" clearly put forward to the "Implement conservation priority strategy, the full implementation of the resource utilization of total amount control, the two-way adjustment between supply and demand, the differentiated management" requirement, how to use differential land policy to support the development of urbanization has become a serious problem.Studied as the example of the Twelfth Division, we have carried on the investigation of the problem of land to meet the urbanization’s development of it, and summarized the issues of land policy in terms of Land Use Plans, Protection of Cultivated Land, Examination and Approval of Land, Policy of Price of Land, Intensive Land Use, also, we have demonstrated the possibility of differentiated land policy can be existed in The Twelfth Division by learning the policy and experience of the area where differentiated land policy was carried out. From making use of the industrial park, the main town development zone, the body of regional land, we have proposed the different land differentiation policy. From tilt from the land use plan, the cultivated land’s supplement in different places, simplify the examination and approval of land, we put forward to the management of differentiated policy, and form the land differentiation policy development of urbanization system. At the same time, the national policy has been tilted, the establishment of monitoring and early warning system and the related policy coordination describe the Twelfth Division safeguard measures of the implementation of land differentiation policy.
