As a large social groups SMEs has an important role in creating social output value, providing tax revenue and more jobs and so on, but due to their inherent deficiencies in size, technology and financial resources,they are in difficult situation when they in competition with large enterprises.So how to systematically assist the SMEs to promote their healthy development is already a hot topic worldwide.The content of this study is different from the previous issues of government support, is not limited to any specific policy, but rather from a more macro perspective focusing on the difficulty of financing small and medium enterprises, the article attempts to establish a large organizational framework and emphasize the need of government support,All the government supporting measures will be included into a uniform policy behavior system, through differentiated measures towards targeted firms to get the fundamental solution to the problem of SME financing. Specifically, the author conduct objective investigation in the financing situation and development status of SMEs, as a basis for deeper level discussion of the cause in difficulties of financing, we found the source of the reason was that the financing of SMEs blame "market failure", the only way to solve this problem is to play the invisible hand of government, this is the key to the problem.The next article mainly state the implementation of government support policies for SMES both of which has been promulgated and is in the state of running, the investigation and analysis of results obtains a set of conclusions, see not only the policy role of effectiveness and advantages,but also the role of the policy inefficiency and failures.Based on this situation, it seems behind closed doors is not feasible to solve problems independently, and developed countries have got many successful experiences to learn from in financing SME,they provide us with good material and stories, the article specifically analyzes the United States, Japan, Germany, three typical representative of different corporate finance models and especially excellent in the implementation of various measures approach to small and medium countries, we can see whether the United States, Japan or Germany, despite their different economic model, but in SME financing, without exception, the Government played a major role in guiding.Finally, analyzing and summarzing the former paper, based on government support policies in the developed countries with successful practices and lessons learned in our practice, finally proposed the idea of system government support for SME,also add some my own ideas to current status and recommendations, including:determining the correct objectives the government support, improve the legislation of the small and medium enterprises to build full-service administrative system, and actively guide private financing, develop credit guarantee institutions and encourage their conversion to small and medium financial institutions, the relevant assessment of government action and so on.The main idea started from the classification of small and medium enterprises through the development of a more detailed standards, the Government should support the target objects selected, and to encounter, to implement government functions effectively, at the same time do not interfere with the market economic order.Due to problems in access to data as well as limitation of my skills, the study in this paper is still suffering defects:on one hand, some data is old and some are missing, along with absence of certain graphs and detailed interpretations; on the other hand, suggestions may be a bit vague because of over-emphasize on the width and ignorance of specification and depth. Those are to be improved in the future.
