Study Of New Urbanization’s Quality Estimates In West

Since the reform and opening up, China has entered a stable development of urbanization period of rapid development, the urbanization rate increased from17.92% in 1978 to 53.73 percent in 2013, an average annual growth rate of 1.02 percent. Since the western development strategy implementation, the urbanization rate was 46 percent in 2013, have entered into a rapid development stage, but from the eastern part of the gap is still large, even lower than the national level of 53.7% of urbanization. Under the traditional model of development in the pursuit of population urbanization and nature of the land transfer, the western region of the level of urbanization, infrastructure, public services and the people’s livelihood construction happiness have been significantly improved, but there are some problems: educational Gini coefficient is relatively high, lack of social security coverage, the larger gap between urban and rural areas and other defects. To improve the overall health of urbanization level of development, we should focus on the development process of urbanization "quantity" and "quality" development. At the pace of the new era of urban development strategy, this article in view of the new urbanization of western urbanization quality comprehensive evaluation to measure, measure quality and comprehensive development of urbanization in western new quality level of the provinces domain and the spatial difference and makes an analysis of the layout.This paper studies the structure of ideas:Firstly,using qualitative and quantitative methods to analysis urbanization rate, education and other industries Gini structural analysis problems and clarify the background of the study; Secondly, to determine the optimization evaluation system on the basis of the primary evaluation system and measure evaluation system with the improved entropy method; Finally, make analysis of the measuring resultants and propose strategies to enhance the quality of urbanization.On the basis of the comprehensive evaluation index system of quality of urbanization in western new connotation, including four subsystems and 24 indicators,using the STATA according to the calculated result to map the quality level of urbanization in western,east and west new spatial pattern of figure, we can draw the following conclusions: First,quality of urbanization in western new development disequilibrium between provincial difference is significant; Second, high-quality regional spatial urbanization covering a small area, low mass region receives lessradiation; Third, the western pattern of provincial difference between each subsystem,low overall quality level of economic development, individual regions in urban and rural areas as a whole instead of high quality raising the comprehensive quality of urbanization; Fourth, because of west regional urbanization quality’s gap is significant than east, especially in the economic development and urban and rural areas as a whole significant difference on two sub-systems, improve the economic development is the key. Under the background of the new urbanization, as a whole and each subsystem by further study of the causes of the formation of characteristics of different quality level, upgrading the quality of new urbanization strategy is given,respectively from the perspectives of spatial pattern of division and the overall strategy.
