A Study On The Development Of Jiangxi Township Enterprises(1949—1996)

After the Third Plenary Session of the 11 th CPC Central Committee, with the rural reform gradually proceeded, the township enterprises as a new force suddenly rose and became a major bright spot in the development of the national economy.Jiangxi township enterprises is established on the basis of the commune and brigade enterprises, and due to the policy, the commune and brigade enterprise’s development was slow after the founding of New China. Since the reform and opening-up, with the high attention and caring of the provincial party committee and the provincial government, the commune and brigade enterprises of Jiangxi Province obtained fast development. In the mid-1980 s, the Jiangxi Province’s township enterprises rapidly emerged, and then realized the first time leap in history. In the late 1980 s and early1990 s, Jiangxi Province government conducted comprehensive governance and rectification to the township enterprises. Since DengXiaoping’s southern tour and the14 th National Congress of the CPC in 1992, Jiangxi Province’s township enterprises stepped into the period of comprehensive development, and then accomplished the second time historical leap.The development of township enterprises of Jiangxi Province, on the one hand,brought some problems, for example, environmental pollution seriously affected the environment people lived in, and the frequently accidents of safety production made the workers’ life and property repeatedly damaged. On the other hand, it transferred a large number of surplus rural labor force, increased the farmers’ income and the local fiscal revenue, improved the farmers’ living standard and supported the development of the rural public welfare undertakings. In brief, it has made tremendous contribution to revive the province’s economy and to prosper the rural market. At the same time,the development of township enterprises also played an irreplaceable role in changing the provincial rural situation, maintaining the provincial political stability and promoting the provincial social progress. In addition, the management institutions of Jiangxi Province’s township enterprises also changed constantly with the development of the whole provincial township enterprises.
