| In recent years, with the development of social economy, regional problem has become a big issue. Regional conflict is becoming more and more complicated. Relation between people and land is becoming more and more intense. In this situation, realization of sustainable development among social economy, resources and environment, ecological system is regarded as a focus in worldwide academic and governmental research. Chinese government formally put forward ecological civilization construction and development priority zones implementation strategy in October2007and October2010respectively. The latter is the key to optimize national spatial development and ecological civilization construction. Different development priority zones lead to different area types. Development disequilibrium of different area types result in various needs for environment. Thus, the standards of ecological civilization construction in each area are different.Research of social economy evaluation index of ecological civilization construction of the key ecological function zones can reveal the problem and restraint of social economy development in the process of realization of ecological civilization of key ecological function zones. At the same time, it provides aid decision making for social economy development of key ecological function zones which base on the construction of ecological civilization, as well as has certain significance to the guidance of social economic sustainable development of key ecological function zones.This paper reviewed the research on key ecological function zones, ecological civilization, social economic sustainable development, indicator system and social economic system worldwide,etc.On the basis of reference to the research achievements of predecessors, according to the characteristics of key ecological function zonesã€the principle and method of index system building, on the theory of relation between people and land, the main body function, ecological economics, sustainable development and other related theories, using methods such as frequency statistics, literature review, expert consultation, build a set of suitable for key ecological function zones of ecological civilization construction of social and economic evaluation index system, and using the gray analytic hierarchy process to determine the index weight. Based on the framework to further study the index of data acquirement, data processing, and using the data of Mengla County from2008-2013to analyze the rationality of index system, finally determine the key ecological function zones of ecological civilization construction of social and economic evaluation index. Finally this paper using the index system of building Mengla County2013evaluate the status quo of the social and economic development in the construction of ecological civilization, and put forward operational Suggestions. |
