Study On The Low Carbon Economic Development Of Shenyang Economic&Technological Development Zone

Since the20th century, the world economy based on petrochemical energy is increasing by leaps and bounds, and the technology represented by internet are improving with each passing day. Industrial park is prospering as its clear industry location, optimal function layout and complete supporting facilities. However, various production activities in traditional industrial park are the main source of energy consumption, carbon emissions and environmental pollution. Therefore, low carbon industrial park will replace traditional industrial park and become the main force of green sustainable development.This study is based on the development of Shenyang economic and technological development zone and three theoretical basis, viz., circular economy theory, cleaner production theory and industrial ecology. Our purposes are to develop low-carbon industries in development zone and to realize energy intensive utilization of resources in development zone, symbiosis between enterprise development and expansion in the field of industrial chain in depth. First, we give a brief introduction in the park, including natural conditions, economic base and industrial structure, and then describe the situation of low carbon industries in development zone from four aspects, including structure, manufacturing, the utilization efficiency, and management mechanism. Second, we take measures and analysis in energy consumption within development zone and carbon emissions in the park, and predict the future industrial structure in development zone and the development tendency of energy consumption and carbon emissions. Finally, with SWOT analysis, we put forward concrete measures for development zone to develop low carbon industry by analyzing the prospect of the development of low carbon industry in park.There are three significant conclusions in this study. First, the traditional development model has seriously affected the sustainable development of our country. Industrial park is one of the important source of energy consumption and greenhouse gas emissions, which will be a significant supporter for the development of low carbon economics in our country. Second, in Shenyang economic and technological development zone, it is observed that there are declining trends year by year in total energy consumption, consumption intensity, total carbon emissions and emissions intensity. But the maximum total energy consumption in development zone is industrial energy, while the biggest emitters of greenhouse gases is power consumption. Thus, it is necessary to develop low-energy modern service industry in development zones vigorously, such as telecom, tinance and research, low energy consumption, and to carry energy saving measures for the improvement of six major energy-consuming industries, equipment manufacturing industry, medicine and chemical industries. Moreover, industrial production process technology improvement, raw material substitution and new energy use are also required. Third, it is a long way to develop a low carbon industrial park from traditional industrial park. With the efforts and collaborations of government, enterprise and the whole society, industrial park should construct the basic framework of low carbon industrial park for low carbon industry development step by step from five aspects, including industrial low carbonization, energy low carbonization, infrastructure low carbonization, management low carbonization, and fine safeguard measures.It is summarized that this study, which is based on enterprise management perspective and the situation of natural environment, industrial base and resource advantage in Shenyang economic and technological development zone, focuses on low carbon development strategy research in development zone. Furthermore, we determine the low carbon development strategies, propose reasonable countermeasures and suggestions, make efforts to build Shenyang economic and technological development zone into a low carbon industry park, and provide a reference of low-carbon development mode to other industrial parks and industrial cities in this study.
