The powerful manufacturing industry has been a strong weapon for the United States to win the global market. With the adjustment of developing pattern of economic in the late20th century, lots of American manufacturing industry began to move out, and the economy of the U.S. gradually fell into the period of de-industrialization. At the same time, the rapid development of the virtual economy which gives priority to the financial services, masking the problems that posed by the hollowing out of manufacturing. In2008, the global financial crisis hitted the developing mode of the United States and exposed its flaws, while the U.S. government began to pay attention to the problem, and proposed a solution that implying re-industrialization, hoping to make the economy out of the woods and to regain a comparative advantage, thus enhancing the competitiveness of the country’s industry.As the largest developing country in the world, the Chinese economy has achieved rapid development basing on its huge market, large amounts of foreign investment in industrialization and undertaking the industrial transformation from developed countries, with respect to the moving out of industry of the United States. What kind of impact would it produces to Chinese economy which heavily relying on foreign technology, investment and export with the implementation of the re-industrialization policy in the United States. So, it plays an important enlightening role in deep studying about this significant topic of how it can achieve the economic transformation and upgrading of industrial structure.Based on this background, the paper will study the content of re-industrialization of the U.S., and the effects and impacts of the policy. First,the paper by using the method of theoretical review and inductive research, as summarizes the policy background and its detail,then based on it clarifies the objectives and essence of the policy. Second, through the logic research and statistical analysis method, the paper detailed analyses the effects of employment, the effects of re-industrialization of the industry and the effects of trade with a large number of latest data, and found that the re-industrialization policy has achieved good results. Third, the paper by using the mothod of summary respectively analyzes the influence to the major developed economies and China that produced by the re-industrialization policy, and then evaluates the re-industrialization policy. At last, the paper analyses its possible developing trend, Through normative analysize put forword the enlightenment it brings to China first, and then sums up the countermeasures of Chinese response to the re-industrialization of the US.The overall analysis of the paper shows that the United States re-industrialization policy has achieved a certain degree of effect. It had got an increase of employment in US manufacturing industry and in total, and it reduced the unemployment rate. It also restored the capacity and utilization of the US manufacturing, effectively enriched the real economy. Moreover, it promoted the American exports of manufacturing, reducing the pressure on the widening trade deficit, enhancing the competitiveness of the American industry, influencing the economy of the world and China.
