Good harvest contributes to bumper agriculture, so does steadyagriculture production to national security. China is a developingcountry with the largest population in the world, while the percapita agriculture acreage and water resources account forrespectively40%and25%of the world average. Therefore, foodsecurity is not only an economic issue, but also a political issue andan important element of national secudty.China’s production of grain taken as an "eleven-yearcontinuous increase" has been increasing from2003to2014, whichlays a solid foundation for China’s food security. However, somefactors, such as China’s growing population, people’s escalatingliving standards, the improved dietary structures and the foodconsumption diversity, makes China’s food demand still be in thephase of rapid growth. In the background of globalization, theinternational environment has also changed significantly. Globalfood security has been influenced by increasing uncertain factors.The increasing extreme weather conditions, the growinggrain-energy and grain-finance trend and the financial speculation lead to volatile fluctuating of global food prices, and even in somecountries food issues has influenced their social stability.In the perspective of globalization, China’s food security hasinseparate connection with world food security. China is adeveloping country with the largest population, that annual foodconsumption accounting for one-fifth of the world’s totalconsumption and twice the total volume of world grain trade.However, the supply capacity of international market is limited, andit can not support the demands if China’s grain importing is toomuch, in addition, it will bring negative influence to other countries.Therefore, if Chinese food is insecure, the world food securitywould be threatened; likewise, if international food has insecurityissues, it will certainly have an impact on China’s food security.This thesis use the global perspective to analyze the basicconditions and constraints of international and domestic grainsecurity issues. Based on China’s actual situation and the othercountries’s experience, this thesis will propose the relevantstrategies and measures to ensure China’s grain security, so as tosafeguard domestic food security.This thesis mainly involves five sections. The first section is anintroduction represents the background, purpose, significance,methods and contents of this thesis’s research. The second sectionis the research overview on food security issues. This part mainlyuses documentary analysis method, defining food and food security,introducing the related theory of food security research, andcombing the international scholars’ latest researches and views onfood security. The third section analyzes the current global food security situation. Through collecting data, plotting line charts andbar charts, this section mainly describes international anddomestic food security issues and briefly analyzes the constraintfactors of international food security. The forth section analyzesthe main factors affecting China’s food security, including naturalfactor, political factor, economic factor, science-technology factor,energy-sources factor and international factor. With a number ofdata and charts, this section mainly uses the comparative analysismethod to illustrate the constraints of domestic food security. Thefifth section proposes the strategy options of China’s grain security.Through comparing to some policies of United States, Japan, andIndia and combining with China’s current situation, this sectionalso puts forward some practical proposals and measures, trying tosafeguard domestic food security.
