| In recent years, with the development of society and economy, our country’s socialsecurity system is relatively perfect, but compared with developed countries, ourcountry’s social security system still exist a series of problems, these issues has played arole in obstructing economic and social development to some extent. Therefore, if wewant to make the endowment insurance system play a positive role in people’s life,income distribution, economic development, we must improve it deeper and deeper. InFebruary17,2014, the State Council took meassure to combine "new agriculture" with"City home insurance". After the unification, the system follows a consistent policy andachieves a further development so that the residents’ fair is enhanced and sustainable isguaranteed. The new mode of system combined with the social pooling and individualaccounts. Personal, collective and the government is responsible for the financing.Remuneration paid is composed by the underlying aspects of pension and individualaccount pension. Pensions according to the situation of economic development andmake corresponding adjustment, at the same time, the government has increased theagencies and staff training, so that they will be able to make a better service to theinsured residents.In response to the call of country, Shanxi Province has combined the "newagriculture" and "City home insurance".For the interests of people and laid thefoundation for the harmonious development of society, the government will use thesystem to reduce the treatment gap and guarantee the elderly residents’ living. Firstly,this paper introduces the related concept theory and related system development.Secondly,it introduces two kinds of system combined the present situation of theimplementation. From the actual development of Shanxi Province and the relevantexperience at home and abroad, the paper selects various cities and counties in thepopulation of permanent residents and indicators to modeling and analysis,such as GDPdevelopment, urban and rural employments.After this,it uses SPSS software clusteringmethod and the ward of deviation analysis methods to analysis the economic, social,political development in different areas of the province in order to research theunbalanced development model. Finally, this paper analyzes the reason of the gap bymake a comparison of the surrounding provinces, and different cities. By analyzing, there exist a series of problems, for example: the system is not widely popular and theinsured people are not enthusiastic; the pay cost standard of the system is low and theinsured people are still waiting and so on. In view of the existing problems, thegovernment has put forward some feasible countermeasures, including: accelerate thetop-level system designment and build a multi-level security system; improve thepension replacement rate and enhance the fairness of the pension system; optimize thesound management system and improve the service pension system; reform the fundmanagement and increase the value of the fund to enhance power and so on.The topic of this paper follows the national economic environment and the pace ofdevelopment. Only take measures to solve the problems in the implementation processand the problem of the pension issues of the elderly in our countey at present can weeliminate the two element structure of urban and rural areas and build a modern societywith Chinese characteristics, and promote a long-term development of a harmonioussociety. The pension of Shanxi must draw on the development basis of the situation inChina and reference the development of domestic and international experience.So that,Shanxi Province will have a chance to choose the appropriate model of development inorder to achieve the integration of future pension to make a valuable contribution. |
