Research Of New Endowment Insurance In Taiyuan

The new rural endowment insurance，which has changed the traditional ruralendowment patterns, has not only provided the safeguard for the rural elderlypopulation’s basic living but narrowed the gap between urban and rural areas as well.Besides, it can promote rural economic development and sustain social stability. Inorder to ensure the high quality life of the rural elderly people effectively and to copewith the aging problem, to establish the policy, which accords with the nationalconditions in rural areas in China, is so important. This thesis takes Taiyuan city as anexample, and shows that the rural endowment insurance has been covered completelyin Taiyuan city since2010，and the new type of basic pension standard of rural socialendowment insurance increases year by year. What’s more, The rural residentsendowment insurance level of the elderly in the city is also on the province’s leadingposition．Currently，with the combination of the new rural endowment insurance andthe urban endowment insurance，how to make the new type of rural endowmentinsurance better to play its role，is the thesis’s main focus．First of all，Based on the full analysis of the new rural endowment insurancesystem in Taiyuan city，this thesis analyzes the study of the new endowment insurancesystem at home and abroad with the methods of literature review，field research，comparison research method, and a combination of qualitative analysis andquantitative research and then gives analysis in-depth about the concept and theory，including the theory of labor economics and demographic related theory，public goodstheory，theory of public finance，government responsibility theory，and the efficiencyof the new rural endowment insurance theory, etc. Secondly，This thesis studies thedevelopment of rural endowment insurance system in Taiyuan city， including thedeveloping course of traditional rural endowment insurance system and thedevelopment of the new rural endowment insurance system．Thirdly，through thestudy of the new rural endowment insurance system in Taiyuan，this thesis is usesinterviews and questionnaires to research and analyzes the cause of the participatinginsurance of rural residents, the status of the implementation of policy，and its effect．Also，this thesis points out the problems in the process of operation of the newrural endowment insurance system in Taiyuan city，and discusses respective problemsand the reasons of the new agricultural insurance system itself, the main executive andthe new agricultural insurance policy target group. In the end，this thesis puts forwardsome suggestions to the sustainable development of the policy which will play animportant role in developing the new agricultural insurance in Taiyuan: to perfect thedesign of the new farming maintain system, to improve the measures so as to boostthe fund value and to strengthen the propaganda work of new policy.
