With the deepening of the reform of our country socialist market economydevelopment, insisted it is "two" policy in combination with the needs of thedevelopment of the mixed ownership economy, under the guidance of the correctunderstanding of state-owned enterprises and the corporation developmentrelationship of state-owned enterprises and private enterprises on the basis of theimplementation strategy about the development of the "win-win" further research isnecessary. To choose the "win-win" development pattern of the state-ownedcorporation, the relationship should be in the common interest mechanism driven byeffective integration through the complementary advantages to achieve coexistenceand co-prosperity and common development. This is in accordance with the stateencourages the public sector of the economy and the coordinated development ofnon-public economy policy direction, also in order to promote the Chineseenterprises to enhance the overall strength and competitiveness.In this paper, chapter2is about the state-owned enterprises "win-win"development related theory summary and induction, respectively from the theoryabout the development of the state-owned enterprises and private companies and therelated theory of "win-win" development two aspects. In terms of the theory aboutthe development of the state-owned enterprises and private companies, respectivelydiscusses the theory of socialist market economy, the characteristics of the Marxisttheory of ownership and property rights theory content and the theory of value, inthe aspect of theory about the development of the enterprises "win-win" is specific tothe cooperative competition theory, comparative advantage theory, specialization theory and synergy theory, this is also a strategy for the subsequent research laid agood theoretical basis.Chapter3is to discuss the external driving force of the development of thestate-owned enterprises and the corporation "win-win" mechanism with the internaldynamic mechanism. Among them, the external motivation mechanism mainlyincludes the institutional supply to develop a mixed sector of the economy, theinternational competition and opportunities for economic cooperation anddevelopment effect, accelerate transformation of the mode of economic developmentand adjustment of industrial structure policy, science and technology developmentand innovation need this four aspects; And lower transaction costs and riskdispersion, economies of scale and management synergy gains, specialization, andoptimize the allocation of resources, enjoy shareholders’ equity, and broaden thefinancing channels these internal motivation factors have contributed to the"win-win" development of the state-owned enterprises and private companies.Chapter4is the state-owned enterprises and private enterprises have theirrespective advantages and disadvantages as well as the relationship between thedevelopment of the discussion, and from two perspective of external environmentand internal environment to achieve "win-win" development is both the obstaclefactors are analyzed. Specific advice is as follows: first, toemancipate the mind, establish correct cooperative competition consciousness;Second, the real implementation of policies and regulations, create a fair competitionenvironment; Third, completely solve the problem of property rights, realize thediversification of investment; Fourth, standard corporate governance structure,perfect the corporate management mechanism; Fifth, optimize the enterprisemanagement system, encourage enterprise independent innovation; Sixth, shareinformation and resources, complementary advantages collaboration; Seventh, theimplementation of scientific management and effective integration of enterpriseculture and staff.
