China Postal Express&Logistics Company (CPEL), the predecessor of China Courier Service Corporation was founded in1980and merged with China Post Logistics Co., Ltd. in2010, CPEL has become the largest mail express and logistics service providers. After years of development, CPEL formed the largest and the most extensive network coverage, and the product is the most abundant too. In recent years, due to the rise of competitors which seize more and more market share of CPEL. And they surpass CPEL gradually.To re-establish the CPEL’s leading position, the enterprise has been carried out many restructuring initiatives actively. Such as re-adjust the organization structure; combing the product system; increase fundamental resources investment and so on. However, due to the lack of information systems support, they could not get the high-level decision-making data. In addition, due to the lack of IT capabilities, the efficiency of front-line operations has also been affected. Although in the company’s development the construction of IT has been a main task. In such a long time, for one thing due to the lack of overall planning, for another the business departments worked separately, so the company did not form a unified IT system. At present, the IT system is formed by many separated systems, therefore the whole efficiency is greatly reduced. Now, the top management staff wake up to the importance and the necessity of launch a new round of IT planning.As the only courier of mail express and logistics, CPEL provide all kinds of services, so the management system and business process is fairly complex. Firstly, this paper selects the components of the business model (CBM) to identify the key business activities. CBM is most suitable for complex business process, which is created by IBM. It can analysis the enterprise resources, technology, manpower and values from the point of enterprise level. Secondly, it can show the business processes, the structure of the status quo and information systems organization from several different perspectives.Through the CBM, we could get the priorities and difficulties of IT planning. After comparing the various IT planning methods, the Enterprise Architecture planning is the main method to analyze the application architecture, data architecture, technical architecture, migration planning, and information systems governance. The application architecture and the data architecture is the core procedure of IT planning. In summary, in order to reverse that position, the operating efficiency and the accuracy of business decisions, CPEL should establish a unified operating system and strengthen the management of enterprise master data.
