| Eco-efficiency, which reflects the relationship between economic growth value and environmental impact embodies the balance between economic growth and environmental resources protection, it is an important indicator to measure the level of regional circular economy. Mining cities, which rely on exploiting and using mineral resources and natural resources, make a significant contribution to the growth of our industrial economy.At the same time, they also cause a series of environmental problems like resource depletion and ecological environment problems, which have seriously affected the sustainable development of mining cities. In order to study Chinese mining city sustainable development problems from the perspective of ecological efficiency, this paper builds the indicators system of industrial eco-efficiency by using data envelopment analysis (DEA) to analyze the industrial eco-efficiency of mining cities,and provides reference data and decision support for the realization of the industry sustainable development of mining cities.The main research contents and conclusions of this paper including:(1)Constructing the evaluation model of mining city industrial eco-efficiency by use of DEA window analysis and evaluating the industrial eco-efficiency of48Chinese mining cities from year2003to2012. Research shows that, the overall level of industrial eco-efficiency of Chinese mining city is low, which has a huge space in energy saving and emission reduction.Different cities in different regions have significantly different industrial eco-efficiency, and the industrial eco-efficiency of west mining city is the highest, followed by the central, eastern minimum. In addition, this paper analyses the decomposition results and input-output slack variable of mining city industrial eco-efficiency in2012.Results show that pure technical efficiency is the main factor affecting industrial eco-efficiency level of mining city industry and industrial dust and industrial waste water have a higher rate.(2) Dynamic trends of industrial eco-industrial efficiency of Chinese mining cities from year2003to2012were analyzed by the use of Malmquist productivity ndex. Results show that industrial eco-efficiency of Chinese mining cities overall increase slowly, and technical progress is the main driving factors for promoting the industrial eco-efficiency rise.The development trends of mining cities in central area are better than that of other two regions, and industrial eco-efficiency development of coal mining city is better than the other types of resources mining city.(3) Establishing econometric regression mode to quantitatively analyze the factors affecting industrial eco-efficiency of mining city of our country. Finding that area GDP accounted for the proportion of GDP and industrial structure and investment in environmental pollution control have obvious effect on promoting the rise of industrial eco-efficiency of Chinese mining city.But per GDP and foreign economy have no significant impact on industrial eco-efficiency.On the basis of the empirical analysis, this paper gives the path and promotion polices of Chinese mining cities industrial eco-efficiency, mainly including:(1)industrial structure adjusted scientifically, and resources allocated sensibly;(2)adopt a technology and managerial expertise, enhance the innovation capacity of enterprises;(3)make environmental policies for improving the ability of mining cities in the energy-saving and emission reduction;(4) propagate low carbon concept, improve awareness of energy conservation and emission reduction of the government, enterprises and the public. |
