In 2015,China's economic growth ushered in the shift period.The simple pursuit of the speed of economic growth has passed,and the quality of economic growth is becoming a hot spot of concern.However,in recent years,the contradiction of economic and social development in Shandong Province is becoming more and more serious.Significant emissions of pollutants and excessive consumption of resources has become the biggest obstacle to economic and social development in Shandong Province.How to adapt to the new normal better,to achieve friendly development,scientific development and sustainable development of economic and environment has become an urgent problem.With the aid of the super—efficiency DEA model,this paper evaluated the efficiencies of energy saving and emission reduction by the industrial sectors of 17 cities in Shandong province during 2009 to 2013.When developing an index system,this paper processed undesirable outputs as the input index and integrated six major environmental pollution emission indices into one environmental pollution index using the improved entropy evaluation method to represent the overall level of environmental pollution in Shandong province.Cluster analysis method is used to study the distribution of the efficiencies of energy saving and emission reduction of industries of Shandong province.In addition,based on the DEA redundancy principle,this paper analyzed non—DEA effective cities' potentials of saving energy and reducing emissions and examined the factors affecting the efficiencies of energy saving and emission reduction using Tobit Regression.The study results show that there is a large disparity between the efficiencies of energy saving and emission reduction by industrial sectors of different areas in Shandong province.The size of industry,managerial level,technical advancement and industry structure are the main factors affecting the efficiency of energy saving and emission reduction.At last,based on the results of empirical analysis,this article proposes some countermeasures.
