Traffic sector has become the largest sector of global oil consumption,the fastestsector of oil demand growing and one of the fastest sectors of the global carbonemissions. Governments attempt to achieve a low-carbon economy and the focus is onhow to promote low carbon transport.Under the background of China’s economicgrowth by urbanization and industrialization, the contradiction between the growingtraffic demand and limited supply of resources and environmental capacity is moreoutstanding.Slowing down the transportation sector carbon emissions is contributed tothe construction of “two oriented society”.This study will help us to further enhancethe understanding of low carbon transition of Hunan province.Based on the related literatures which were reviewed, this paper firstly definesthe connotation of low-carbon transport and analyzes theoretical basis includinginfluence factors of carbon emissions in the transport sector and the transmissionmechanism of traffic low carbonization adjustment. Secondly, estimates of carbonemissions in Hunan province transportation industry show that carbon emissions andcarbon emissions intensity change have obvious stage.The paper puts the urbanization, the adjustment of industrial structure,transportation energy consumption intensity variables into the benchmark Kayaidentities.On the basis of extended Kaya identities,we analyze the driving factors ofHunan province transportation industry carbon emissions by LMDI model.The resultsof estimation show that the scale effect is the main driving factor of carbon emissionsfrom the transport sector in Hunan province, effects of industrial structure isconducive to the mitigation of carbon emissions, but the overall contribution degree islow, energy intensity effect helps to reduce carbon emissions and the contributiondegree has increased in recent years. Energy efficiency is the main factor whichdetermines the transportation sector carbon emissions intensity fluctuations and theimpact of energy consumption structure is very small. Finally,we put forward somesuggestions on how to realize the development of low carbon transportation in Hunanprovince in terms of playing the lead role of the adjustment of industrial structure inlow carbon transformation,establishing the low carbon regulation system andproviding for low carbon transportation infrastructure.
