With global economic rapid development and information technology services are widely used. Service globalization trends are becoming obviously. BPO has become a new form of international labor division and international industrial transfer. Currently, global BPO market is increasing. Dalian is very competitiveness in the Asian-Pacific BPO market, while the companies of China industry are in high competition mode. It has a far realistic meaning of do a research for outsourcing business development strategy of China branch of global BPO Group Company.EA BPO group Dalian branch as a large international company BPO group branch office facing intense competition within the industry, high resign rate, new market development difficulties. Whether competition with other mature BPO city like India and Singapore etc., or competition with internal and external outsourcing company have entered incandescent stage. The emergence of low-cost city like Manila makes the competition more intense. Meanwhile, Europe and other matured BPO market, due to the cultures differences between Eastern and Western, India occupies a greater advantage, Dalian’s difficult to get new business in this area. Japan and South Korea and other Asian markets have been developed, it very difficult of new business developing. China’s C2C market has just started, many Chinese companies do not have BPO strategic plan, and there is no much cost advantage of BPO market in China. In addition, the company’s internal staff to make the company an annual wage inflation rising costs, he recruitment and training costs the company’s costs are rising higher every year, the cost of outsourcing competition advantages faces great challenges.In this paper, analysis the develop status of Dalian Branch of EA outsourcing group, using PEST analysis, industry cycle analysis and Michael Porter’s Five Forces Model to do the external environment and internal environment analysis. Trough SWOT analysis, did a more detailed analysis of the EA outsourcing Group Dalian Branch’s strengths, weaknesses, opportunities and threats. At last, based on a combination SO, ST, WO, WT analysis result, EA outsourcing Group Dalian Branch should use low-cost advantage to increase market share and take full advantage of the global group company’s resource to provide a higher level BPO business, while building recruiting and talent training program to build innovative institutional capacity to enhance the core competitiveness.
