And as one of the most important aspects of the supply chain as well as the initial part of the enterprise internal management activities, in the enterprise internal between various departments, enterprises and the supply chain between upstream and downstream enterprises, purchasing assume an increasingly important responsibility, but also plays an important role on the entire supply chain seamless connectivity.This paper focus on DL as a typical large manufacturing enterprise, the purchasing cost accounted for the proportion of the total cost is large, procurement in the company’s position is very important. However, as the development of DL company and the change of internal and external environment, DL company procurement appeared a lot of problems, the original procurement model has been unable to adapt to the current internal and external environment, DL company needs to change the original purchasing mode.This paper puts forward a set of centralized purchasing management plan for DL company on the basis of the thorough analysis of the DL company procurement management problems and the reasons, redesigns the DL procurement organizational structure in order to promote the implementation of centralized procurement management plan, redesigns the procurement process in order to ensure the scientific and orderly implementation of the centralized purchasing, proposes procurement process control methods in order to supervise and control the procurement business and the activities of the procurement staff, revises the procurement performance evaluation for the quantitative assessment of procurement operations and procurement staff.Based on the new plan of centralized purchasing management, this paper improve consciousness of centralized purchasing, centralized management, human resource management, supplier information construction and set up rewards and punishment mechanism, etc, make the corresponding safeguard measures.Finally, in this paper, the centralized purchasing of overall management schemes are summarized and prospected.This scheme will be future purchasing management provide guidance for DL company, can provide domestic procurement management mode of similar enterprises to improve demonstration and reference.
