Industry cluster is a form of organization between enterprise and market and it has an important role in promoting the economic development of region or nation through building a partnership in the cluster while obtaining the scale economy and scope economy. With its rise in worldwide and the remarkable achievement, it has aroused the widespread concern of UNIDO, entrepreneurs, academics, OECD and the government and other sectors.We find that continuous technological innovation capability is an important driving force for the development of industrial clusters through the study of existing relevant literatures of industrial clusters. However, we deeply aware of that the continuous technological innovation situation in the industry cluster is not optimistic and some industry cluster even just to reduce production costs and almost have no contact with technological innovation through the actual development situation of industry cluster. In fact, companies in the cluster have more opportunities to communicate directly and share for the geographic combined effect of the industry cluster. Compared to other companies outside the industry cluster, the biggest advantage of enterprise in the industrial clusters is that it can obtain more technical spillover. However, the existing literature remains bigger controversy on the role technology spillover plays in promote the innovation. level of the industry cluster. Some scholars believe that technology spillovers plays a positive promote role in enhance the innovation performance of industrial clusters while partly scholars believe that technology spillover plays a negative inhibit role in enhance the innovation performance of industrial cluster. However, the ultimate purpose of these two views is to explore how to effectively use technology spillover to promote innovation performance. Therefore, this paper mainly from the perspective of the positive use mechanism of the technology spillover in the industry cluster and use inter-organizational learning and networking capabilities respectively as mediating variables and adjust variables to explore the positive mechanism of technology spillover effect on innovation performance.Based on this, we use questionnaires, handed out and gain192valid questionnaires from Dalian Bonded automobile industry cluster companies then have an exploratory factor analysis for the collected data. Use multiple linear regressions to verify the mediating effect of inter-organization learning between technology spillover and innovation performance. Use hierarchical regression analysis methods to verify the regulation of network capability between technology spillover and inter-organization and between inter-organization an innovation performance. This paper mainly draws the following conclusion:(1) Technology spillover that the companies obtained from industry cluster has a positive effect on innovation performance. This shows that the business can exhibit betterinnovation performance by use of the technical knowledge overflowed in the cluster.(2) Technology spillover that the companies obtained from industry cluster has a positive effect on inter-organizational learning. This shows that the technology spillover in the cluster can promote inter-organizational learning.(3) Inter-organizational learning in the industry cluster has a positive effect on innovation performance. This shows that the mutual learning between enterprises in the cluster can promote the innovation performance.(4) Inter-organizational learning plays an incomplete intermediary role between technology spillover and innovation performance. This shows that in addition to inter-organization, there are other approaches that technology spillover effect on innovation performance.(5) Network ability has a positive regulation on the relationship between technology spillover and inter-organization. This shows that the stronger of the network ability, the greater positive impact technology spillover on inter-organizational learning.(6) Network ability has no positive regulation on the relationship between inter-organization and innovation performance. This shows that the network ability don’t have positive impact on the relationship between inter-organizational learning and innovation performance.Most of the existing literatures study the relationship between technology spillover and innovation performance from the perspective of FDI. While this article mainly from the perspective of industry cluster to study the relationship between them which make up for deficiencies of previous studies and further deepen the research of technology spillovers. The balance of short-term interest and long-term interest and competition and cooperation and the uncoordinated between innovation capacity and power proposed in the conclusion part of the article have an important practical significance for the actual development of the cluster. In this study there are some limitations:(1)In this study, we use cross-sectional data to analysis the causal relationship of "technology spillover-inter-organization learning innovation performance,"the conclusion is essentially the relationship between variables, in fact, a more rigorous study of causal relationships also need to be tested longitudinally.(2) The sample data of the study primarily from high-tech industry cluster which is higher demand for innovative cluster, then the study concluded if extended to some of the traditional industry clusters also needed further discussion.(3)The data resources obtained from the same questionnaire in this study may be lead to the systematic error due to the existence of common method bias.
