The past several decades has witnessed a rapid development in China’s industrialization. While China has made remarkable achievement in economy, it has also become the world’s largest consumer of energy and resources, having itself face the restriction of energy resource and environment in terms of the economic development. Hence, the energy saving and emission reduction is the inevitable choice for the national strategy. The report of the17th National Congress of CPC points out that to promote an ecological culture should basically form an energy-and resource-efficient and environment-friendly structure of industries, pattern of growth and mode of consumption. For China, manufacturing is the backbone industry and reflects the production competence of the state; yet manufacturing is the largest consumer of energy resource among all the industries. Unless the studies of the effects of manufacturing on energy resource and environment start off and the national energy consumption intensity reduces because of the advancement of the manufacturing, the concept of the ecological culture will only be meaningless empty talk.In this paper, combined with input-output tables with the Logarithmic mean of Di’s index, establish the model of manufacturing industry on the strength of China’s Energy consumption intensity to find Which sectors of manufacturing industry has the greater influence on China’s energy consumption intensity, and the huge strength to the energy intensity decrease is promote or inhabit. It is found out:within years from1992to1997, and2002to2005our country’s energy consumption strength is rising, compared to its drop froml997to2002; Whether up or down, decisive factor causing the change of the energy consumption strength but the structural factor’s influence is increasing; Energy conservation and emissions reduction in manufacturing industry is the key to that of the whole country; Departments of manufacturing industry have the most impact on change of energy consumption strength are chemical industry, machinery and electronic equipment manufacturing, non-metallic minerals, food manufacturing and tobacco processing, oil processing, coking and nuclear fuel processing industry.
