Independent innovation and productivity growth are one of the topic aboutstudying innovation and economic growth. Our research mostly concentrated in theindustrial or manufacturing and so on in this area, and few researchers study thehigh-tech industry. As we all know, high-tech industry as the leading industry of ourcountry, the important source of economic growth, its development plays a significantrole to improve the comprehensive strength of the whole nation and to promoteChinese economic development. High-tech industry is the industries of knowledge andcapital-intensive, and its healthy and sustainable development is a prerequisite for hightechnology industries productivity growth. Independent innovation is the coremomentum of high-tech industrial productivity growth, thus research on therelationship between independent innovation and the high-tech industry productivitygrowth is of great realistic and theoretical significance. Not only will it extends andenriches research scope of this relationship, but also it can discover the different effectsof the self-innovation, which will affect the productivity of high-tech industry.In the productive analysis, this paper analyzes the meaning and connotation ofproductivity, and then obtains the date of total factor productivity, which is theempirical study of the explained variable. On this basis, this article selects the grossvalue of the high-tech industry as output variables, meanwhile selects high-techindustry average workers and fixed capital stock as input variables. Then, this papertakes advantage of the non-parametric Malmquist index method to calculate the1999-2012total factor productivity and its decomposition indicators of China’shigh-tech industry. It finds that total factor productivity growth of high-tech industry inChina presents the fast growth trend, and the annual average growth rate is10.3%. Atthe same time, the eastern region of high-tech industry average total factor productivitygrowth speed is generally lower than the Midwest.In the theoretical analysis, this paper presents that the manufacturers take on thereason of independent innovation and independent innovation can enhance the actionmechanism of high-tech industries productivity growth. And then this paper finds thatthe manufacturer’s production is positively correlated with its own independentinnovation relations, negatively related with other manufacturers of independent innovation; production effect of innovation independent mainly displays thatenterprises carry out independent innovation activities to enhance the industrialcapital-labor rate. Thus, the level of output per worker has been increased, which canget production effect and promote the growth of high-tech industry productivity.In the empirical research, based on theoretical analysis of the third chapter, thispaper uses the related economic data from2002to2012in our country. Meanwhile, itstudies the relationship between the self-innovation and high-tech industry productivitygrowth to utilize the fixed effects model, the system of generalized moment estimatorand the difference of generalized moment estimation by using Stata12.0. The resultsshow that the independent innovation has a positive role in promoting high-techindustry productivity growth (excluding technological progress), but the middle area inpromoting the biggest, followed in the west and east is minimal. This paper alsoillustrates that the high-tech industry productivity growth is also affected by theinternal dynamic mechanism, but only1issue of the dynamic effect is verified.Finally, according to the results of empirical testing, this article proposesappropriate policy recommendations from three aspects, namely governmentstreamline administration and institute decentralization, increasing the degree ofopening to the outside world, improving the economic output ability of high-techindustry, to improve our country enterprise independent innovation environment, andfurther contributing to high-tech productivity growth.
