For the existingproblems that include low enterprise resource integration and sharing of information systemand business responsiveness retardation currently, the solutions to that by analyzing theexisting enterprise information environment, business processes, combined with cloudcomputing application Architecture and actual needs of enterprises, innovatively presents thefour stages preliminary plan using the cloud computing model theory and Nolan stage modeltheory, and based on which presented the paid management process in oil cloud platformresources.Furthermore, this paper use the ISM theory from system engineering, demonstrate therelationship between the enterprise and its influencing factors in the implementation process.The research result turns out that the13factors that influence the efficacy of theimplementation make out a four (layer) hierarchical structure, according to the layers ofinteraction, providing management advice.In the time of intensified energy competition, this paper meant to find out a moresuitable development of flexible and diversified ways of information. By developingadvanced information model to integrate, unify the existing abundant resources, improvework efficiency and quality of management, reduce operating costs, thereby enhancing itscore competitiveness of enterprises.
