With the rapid development of economy and scientific innovation level, China’s manufacturing industry has come into a new era-the world’s manufacturing center has shifted to China. Since2006, China’s shipbuilding industry has developed fast, specifically for small-medium shipyard in Jiangsu and Zhejiang Province. For shipbuilding industry is one of capital-intensive, technology-intensive and labor-intensive, shipbuilding enterprises are facing with the problem of resource insufficient during the development process, especially the lack of excellent and skilled labor force. To implement the insufficient labor resources, domestic shipbuilding enterprises adopt the method of labor outsourcing-that is to outsource construction projects to Laboring Company. As a result, the stability of laboring company workers has a vital effect on shipbuilding enterprises. The flowability of outsourcing workers is a recognized problem in the industry. Each shipbuilding enterprise also takes its own management measures to control this. Qingdao Yangfan Shipbuilding Co., Ltd (Qingdao Yangfan), a young shipbuilding company, is still on the experiment stage of outsourcing management, how to choose and stabilize outsourcing workers is of great significance to the company.Starting from the particularity of outsourcing workers in shipbuilding industry, combined with brain loss theory and method, the essay analyses the working environment and policy and conducts researches on outsourcing workers’ flowability, and finally makes up a set of suitable and stable outsourcing policy for Qingdao Yangfan to apply stable and skilled labor resources. This essay studies the characteristics of labor use on the basis of international and domestic shipbuilding industry situation and brain loss theory. The essay analyses the outsourcing workers flowability situation of Qingdao Yangfan with researches. For this issue, the essay especially discusses the inside and outside effect on outsourcing workers’flowability as well as the workers’ own factors. All these policies means great significance to the company’s development.
