Performance Evaluation Of Railway Freight Operation

With the rapid development of various modes of transport, transport market competition is increasingly intense, the market share of railway freight volume and turnover decreased in recent years, one of the main reasons is that the internal management does not adapt to the need of railway transport development. Along with the deepening of railway reform, railway transformed into an independent corporate body to face market competition from a quasi-public institution. Entrepreneurial location and management philosophy change of railway enterprise, also the reform of railway freight transport organization mode objectively request the enterprise to make quick and accurate determination and reaction to the market change. However, there is a big disparity both in the methods and means of current operation management.Therefore, we construct the performance evaluation system of railway freight operation basing on the theory of BSC performance management and the method of DEA, also standing on the view of railway transport enterprise, then the freight operation performance is researched from both theoretical and empirical aspect so that it can lay theoretical foundation for the proper conduct of railway enterprise operation and promote the transformation of management ideas and development strategies.First, analyze the current research of enterprise performance management and evaluation methods thoroughly, and summary China’s existing railway enterprise performance evaluation index.Second, construct railway freight operation performance evaluation index system based on the BSC performance management theory, including six aspects, that is financial dimension, customer dimension, resource allocation, service quality, operation management, learning and growth.Third, establish super-DEA model based on the cross-sectional data and Malmquist index model based on the panel data using DEA method and the combination of the evaluation object and purpose so that we can evaluate the railway freight operation performance from static and dynamic view. Then propose a Tobit regression model for panel data to analyze the factor and its influence degree on the performance.Finally, analyze the basic efficiency and dynamic change of railway freight organization and operation based on the actual operation data of eighteen railway bureaus from2006to2012, then use Tobit model to analyze the factors of performance. Based on the empirical analysis, propose improvement measures for non-technical units and improvement program of technical efficiency and TFP.
