In recent years,the rapid development of China’s economy has promoted the development of freight industry,while the development of freight can bring huge economic benefits to the region,it can also increase energy consumption and carbon emissions.In order to promote the sustainable development of freight transport industry,the government has put forward a series of strategic plan to promote the adjustment of transport structure.However,there are still some theoretical deficiencies in how to find the most suitable freight structure for each region from the perspective of economy and environmental.Based on this,this paper aims to comprehensively consider the impact of freight structure on regional economy and carbon emissions,to explore the specific scheme of regional freight structure optimization.The main contents of this paper are as follows:(1)Analyzing the structural characteristics of freight transportation in 31 provinces,municipalities and autonomous regions(except Hong Kong,Macao and Taiwan)from 2000 to 2017;A panel data model was established to calculate the unit turnover output value for the four transport modes: railway,highway,water and air in each province,the contribution of the four transport modes to regional economy was quantified.According to the composition of freight volume and the economic performance of each transport mode,the type of freight transportation structure in each province was defined.(2)Calculate the carbon emissions of China’s freight transport system,and analyze the carbon emissions status of China’s freight transport industry from the regional level.The DEASBM model was applied to evaluate the relative efficiency of the three freight transportation modes: railway,highway and water in each province.(3)Regional freight transportation structure optimization based on economy and lowcarbon.Taking the maximum efficiency of freight transport system as the objective function,considering the constraints of carbon emission intensity reduction and economic output,calculates the optimization scheme of freight transportation structure for provinces to achieve the energy saving and emission reduction goals proposed in the 13 th Five-Year Plan.(4)In view of highway transportation,taking Sichuan Province as an example,using the data of highway freight O2 O platform,this paper analyzes the regional energy consumption of highway freight from the micro level,and puts forward relevant suggestions on low-carbon optimization of highway freight transportation from the aspects of vehicle type standardization,transportation structure adjustment and truck idling rate reduction.
