To join the industrial technology innovation alliance is a prior choice for an enterprise to toimprove its innovation ability when in the face of the technology innovation which is increasinglycomplex and uncertain. Industrial technology innovation alliance is reflecting more and moresignificant advantages in the aspects of surmounting the industrial key generic technologies,optimizing industrial structure, promoting the healthy developments of the industry and devolopingthe competitivenesses of the national industry and so on. But the failure rate of formation andoperation of the alliance is always high. The analysis in the existing alliance indicates that selectionof appropriate partner is one of the major causes. Therefore, the research on partner selection inindustrial technology innovation alliance is of great theoretical value and practical significance.Firstly, the paper summarizes the research results of scholars both at home and abroad,andretrospects the theories of industrial technology innovation alliance partner selection. On this basis,combined with the related situation of field interviews in industrial technology innovation alliance,it puts forward that partner selection in industrial technology innovation alliance is a two-waychoice between industry alliances and partners, as also as the alliance partner selection cannot beseparable from the government function.Then, according to the recovery of109valid questionnaires,it uses SPSS factor analysis from three aspects of the functions of the industrial alliance,requirements to join the industry for partners, government policy, and total of17variables. Theanalysis results show: paetners pay great attention to the functions of an alliance such as liftingmarket power, information exchange, the level of technology innovation, when partners join analliance. And partners have to fit the thresholds of research and development ability, technical level,scale of operation and so on. Government’s policies such as setting up a special plan, industryregulations, financial regulation and investment and financing policies have positive roles in partnerselection. At the same time, it uses TD-SCDMA industry alliance as for case analysis. Finally, italso proposes that the policy guidance, coordination in alliance and the harmoniousness amongmain bodies should be guaranteed to strengthen and optimize the behaviors of partner selection inalliance.
