The domestic oil and gas supply and demand contradiction in China is increasingly severe. Abroad market exploiting and abroad oil and gas enterprise is the two options for to fulfilling development needs and debottlenecking shackles. Investing on oil and gas projects in Middle-Asian is an exact practice of CNPC abroad strategy. Abroad investments heavily rely on international relationship, target country politics conditions, economic policies, legal environment, and dynamic cultures, full with uncertainties. Engaging in abroad oil and gas project and investment process are inevitably to control and defuse risks.The author visited Kazakhstan and Uzbekistan in person and interviewed CNPC risk management personnel working there to obtain original materials and opinions. The paper employed "decision-making tree" instrumentally study on CNPC project PK in Kazakhstan, identifying and revealing the political risks, investment risks, operation risks, and social&culture risks could raise during the operation. Author summarized risk management tactics PK utilized to propose his own advices. Risk countermeasures such as carrying out joint ventures to form entities of common interest, accelerating localization, and work and bracing local culture strategies benefit PK project extensively and profoundly. This paper could probably be referred to by other projects in Kazakhstan even Middle-Asia.
