The Research On Transformation And Upgrading Of Economic And Trade Cooperation Of Heilongjiang Province To Russia

In recent years, the bilateral relationship between China and Russia is more and more close, the level of economic and trade cooperation continues to improve. Economic and trade cooperation between China and Russia has entered a new era of mutual benefit and win-win which is dominated by pragmatic cooperation. Heilongjiang province whose border with Russia is more than3000kilometers is located in the center of northeast Asia, Heilongjiang province, the forefront of China, is open to Russian. As Russia regards the great development of the far east as a national strategy and China consider the opening-up border zones of Heilongjiang province as a national strategy, economic and trade cooperation of Heilongjiang province to Russia will face with new opportunities and problems. With the new situation, the transformation and upgrading of economic and trade cooperation of Heilongjiang province to Russia should be understood deeply. At the same time, some corresponding countermeasures should be put forward to solve these problems. The measures will be beneficial to provide theory support for Heilongjiang province and promote the transformation and upgrading of the trade and economic cooperation with Russia.First of all, this paper puts the development course of economic and trade cooperation of Heilongjiang province to Russia as the breakthrough point, analyzes the domestic and foreign scholars’Research results which are economic and trade cooperation of Heilongjiang province to Russia, and then put forward the research content. In the aspect of theory, this paper discusses the theory of international trade and the theory of international regional cooperation. The theory of international trade mainly involves the theory of absolute advantage, the theory of comparative advantage, the theory of factor endowments, intra-industry trade theory and national competitive advantage theory. The theory of international regional cooperation mainly includes the theory of international production factors flow, industry transfer theory and marginal industry expansion theory. What’s more, this paper analyzes the transformation and upgrading of economic and trade cooperation of Heilongjiang province to Russia, basing on the development situation and main problems of economic cooperation between Heilongjiang province and Russian and so on. As a matter of fact, the transformation and upgrading of economic and trade cooperation of Heilongjiang province to Russia is facing opportunities and challenges, which should not be ignored. In sum, there are four opportunities, such as strengthening political mutual trust between China and Russia, Russia joined the world trade organization, the great development of the Russian far east, the strategy of opening-up border zones of Heilongjiang province. By contrast, the fierce market competition, the increasing technical barriers, the unstable trade policies, and "China threat theory " in Russia belong to Serious challenges that will bring about some huge negative impact to the transformation and upgrading of economic and trade cooperation. Therefore, this paper has carried on the empirical research in order to extend the economic and trade cooperation. All in all, the transformation and upgrading of economic and trade cooperation of Heilongjiang province to Russia should rest largely on expanding cooperation to Russia, accelerating the construction of international thoroughfare to Russia, strengthening the construction of outside the park, building large-scale industrial clusters.
