Discussion On The Animal Products Traceability System Construction Of Henan Province

Abstract In recent years, the quality and safety accidents of animal products, as clenbuterol and melamine, had happened frequently in our country, this pose a threat to people’s health and the economic-society coordination development. Our government, food industry and consumer paid more attention to the problems of animal products, the significance of animal products traceability system is becoming more serious.Animal products traceability system means use identification technology, information technology, and so on, record the whole course of produce, circulation information of animal products, achieve the tracking and traceability of the propagation and slaughter of animals and the processing, store, transport and sell of animal produces. Build the animal products traceability system is conducive to upgrade the quality and safety of animal products, ensure people’s health, standardize production and management action of animal products, maintain the public health safety, avoid the technical barriers of international trade, improve the export competitiveness of animal products and protect the rights to know of consumers.In this paper, we undertook field research of the animal products traceability system in Henan during May2010to May2011. Discussions were done with the person of farms, butchery and trading enterprise. Interviews were conducted with the officials of animal husbandry and veterinary administrative department. We carry integrated analysis aiming at the animal products traceability system after understand the construction actuality in Henan area.From our investigations some problems have found, such as poor manage of retroactive facilities, irregular adorn of animal ear mark, inadequate supervision and inspection, unrealized whole traceability, insufficient materials, less function of data center, and so on. Through analysing the constraint factors of the animal products traceability system in Henan, discussing the key point of the animal products traceability system, considering the actuality and the situation of Henan and studying the advanced experience form home and aboard, suggestions were made to perfect the animal products traceability system in Henan, including raise ideological acquaintanceship, definite objective, prefect the management institution, tamp administration, strengthen the organization and leadership, construct the supervision mechanism, explore new thinking, strengthen propaganda, construct a good atmosphere, to provide helpful references for functional department, standardize production and management action of animals and animal products, ensure the safety and quality of animal products and people’s health of Henan.
