As China continues to promote the comprehensive deepening reform and rapid development of economy and society, more and more environmetal issues followed constrains economic development, particularly energy issues. Energy has an important impact on the national economy, and it is also an important guarantee of enhancing the people’s living standards. In recent years, China’s economy develop rapidly, people’s living standard has been rising, but the following energy consumption is increasingly serious. Consume a lot of energy exacerbated the increasingly prominent environmental problems, and non-renewable energy is also restricting the implementation of sustainable development strategies, so energy efficiency is becoming the focus of attention and research. The important indicator of the intensity of energy consumption reflects the efficiency of energy use in the process of economic development, and scholars have generally concerned about the direction and extent of changes in factors affecting.Anhui is an inland province. Its emphasis of industrial structure and low technical level result in large energy consumption. Energy consumption intensity reflecting the level of energy overall use is high, and environmental problems are more serious. High consumption, high emission and low efficiency characteristics are very prominent. Energy-saving situation is extremely severe. It helps to achieve energy saving goals, and to enhance the foundation to build a resource-saving and environment-friendly society to study the energy efficiency of Anhui Province.In this paper, first have a more comprehensive understanding of the domestic and abroad case study on energy consumption.Facing with the current energy problems in process of economic development, select Anhui province to study the issue of energy efficiency as the analysis object which has rapid economic development in the central region during recent years. To study the energy efficiency of Anhui Province, the paper get the dates which include input-output tables and energy balance of Anhui Province in1997, in2002and2007. Use input-output method to estimate the change of the overall energy consumption intensity and energy intensity of industrial sectors in Anhui Province. Obtain the directly and completely energy consumption coefficient of various industries in Anhui. By horizontal and vertical comparative analysis of directly, indirectly and completely energy consumption coefficient on six industry sectors, I get: the higher direct energy consumption coefficient industry sectors are industry, transport and post, telecommunications; and the lower is the construction, wholesale and retail trade, catering industry. The higher completely energy consumption coefficient industry sectors are transportation, post and telecommunications, industry;the lower are agriculture, wholesale and retail trade, catering; and the construction industry is in the middle. In addition to the individual sectors, the directly energy consumption coefficient of Anhui Province has a downward trend. The completely energy consumption coefficients for all industry sectors have different degrees of decline. Directly and indirectly energy consumption coefficients of Anhui’s different industry sectors tend to have different characteristics, such as the construction with low directly energy consumption low and high indirect energy consumption coefficient. Then, use structural decomposition method to analysis Anhui’s overall energy consumption intensity, energy consumption by industry and strong influencing factors causing the changes. Get energy technology effects, production technology effect, increasing value effect, final demand structure effect. The final demand structure effect further decompose into consumption structure effect, investment structure effect, net output effect, other effects. The results show:Energy technology effect is the key driver factor of limiting the growth of Anhui’s energy consumption intensity, and the reason to promote energy consumption intensity increasing primarily come from the effect of production technology effect.The effects of final demand Structural effect have performance of different roles at different times for each direction. Specific to the six industry sectors concerned, energy technology effect and production technology effect are opposite factors on impacting energy consumption intensity of each industry, and other factors tend to be different effect on the industries. Finally, based on the empirical analysis conclusions, this paper gives a number of policy recommendations on how to improve the energy efficiency of Anhui, in order to provide a reference for the social development and energy use of Anhui Province.
