Since the new China was founded, China’s housing system has turned upside down along with the change of the socialist market system. The configuration mode has become more and more flexible, from the welfare housing distribution and public housing under the planned economy system to the commercial housing, low-rent apartments, affordable houses and public rental housing under the market economy system, and people have more and more choices. Especially for the recent20years, the real estate industry has achieved unprecedented development, created fruitful results and accumulated rich social wealth. The real estate industry has become the pillar industry of China’s economic development, affecting nearly60upstream and downstream industries. The real estate industry has laid a solid material foundation, for the social progress and development of socialism, the establishment of a well-off society in an all-round way, the urbanization construction of our country, the improvement of people’s living standards, and then the realization of the great "China dream". But behind these achievements, we also paid a heavy price. The rapid development of the real estate industry led to new market problems, such as the investment "overheating" in our country’s real estate market, price rising too fast,"land Kings" appearing frequently, the real estate investment and speculation prevailing, a large number of "room uncles, room aunts and room fathers" flocking. And at the same time, the immature housing security system, lax supervision to the guarantee procedure, ambiguous guarantee conditions, and frequent changes of policy mechanism etc, breed a great deal of chaos on the privilege security and the power-for-money deals, which makes security housing that originally benefits the people become" the "dishes and preys" of "the powerful" or "the rich". The emergence of these cases, affected the healthy development of the industry, caused resource waste, the overhead of the real economy, strangled social creativity, destroyed social justice, and contained the economic risks.Facing the new problems and new contradictions in the real estate market, the central government has made several regulations, including the limit of credit, purchase, price and other means, but to have little effect. That means not "suiting the remedy to the case" from the root cause resulting in the soaring property prices, but only to take some partial methods can not solve the problems of frequent "land Kings" and "high price" divorced from reality. So in the new historical period with new economic conditions, but only if we can grasp fundamental relationship and contradictions between the social system and the allocation of resources, market and consumption, we are able to get out of the vicious cycle of blind development of the real estate and can promote the return of the residential property of the residential real estate. So only if we have a responsible attitude to the history and people, from the reality of the political system in our country, with the reform of thinking to analyze problems, we can find the best way to solve the problem. The new mode of housing security created in this paper is built on the basis of socialist public ownership, which will separate the land resources of residential real estate from the general form of real estate, to realize unified and fair allocation to the part of public resources by the government legislation, the part of goods allocated by the market. In this way, we can not only guarantee the basic living needs, but also give full play to the decisive role of the market, to meet the living demand of different families, specific content as follows.Innovation1:Put forward a new mode in which residents equally share basic living security lands under the socialist system. In this mode, based on the actual situation of residential land in China, the government needs to allocate adequate basic residential land for each citizen by means of legislation. In the limited area residents shall use it free of charge with the help of government financial compensation, in order to realize the security purposes of sharing social and public resources, socialist public ownership of land under sharing, guaranteeing the basic, promoting consumption, improving quality and punishing waste under the socialist public ownership of land.Innovation2:In the above mode, rebuild a new mode in which the paragraphs between housing and land in the real estate are segmented effectively and are transacted respectively for effective segmentation. In trading of land using expense, put forward to separate individual pay for land for housing and government subsidies, and trade separately. So it can realize effective separation between house (price) and land (price) in real estate transaction, getting rid of the land fees from the total cost of the real estate, can effectively guarantee the land premium digested by the people or nationalized by public coffers as far as possible caused by geographical factors under the construction time differences, can delete the developers’ profiteering, and can inhibit the rich’s investment and speculation.Innovation3:Change the fixed transfer in70fixed number of year of the current residential land, and the way of centralized all-in a charge of land use fees of70years, explore the new mode and specific measures of service life of the residential land changing over life of buildings, residential land costs paid in turn by the owner in a small cycle (e.g.,5years). It can not only revitalize the existing land resources, which can be recycled, but also approach to land value in a way of development, to increase the holders’ holding costs, achieve the new pattern of housing of "Who have to pay, accounting for more, pay more, accounting for less, pay less", and effectively curb investors’and speculators’ expectations.
