With the accelerating pace of industrialization and urbanization in ourcountry, urban population is increasing sharply; suburban farmland is reducinggradually; urban environmental quality is becoming worse even deteriorated; theimbalance between supply and demand of the high-quality agricultural products tendsto stand out; the material need of basic agricultural produce, the spiritual need ofleisure and sightseeing and also the ecological requirements from the urban populationare all becoming intense day by day. Under such circumstances, the concept, functionand impact of agricultural development is expanding with each passing day, and theurban agriculture has arisen timey, which make the research of urban agriculture turnto be more and more important and urgent.This paper retrospects the achievements of the domestic andinternational academic research on the development of urban agriculture only todefine the conception of urban agriculture in theory. A conclusion has been reachedthat there is great difference between urban agriculture and the suburban one; urbanagriculture is the advanced stage of the suburban one; urban agriculture has becomethe inevitable choice for the border areas of cities.In this paper, the agricultural modernization theory, the agricultural sustainabledevelopment theory, and the retail demand externalities concerning urban agricultureare sketched out. What’s more, the development patterns of urban agriculture homeand abroad are summarized. Based on his work experience on the development of theagricultural high-tech industries there, the author has chosen Shenbei New District asthe research object to analyze the current situation of urban agriculture, including thefunction, the industrial structure, the development patterns as well we the existingproblems. Besides, SWOT analytical approach has been applied to dissect theadvantages, disadvantages and challenges for Shenbei District to develop urbanagriculture. Meanwhile, this paper attempts to present the guiding thoughts, the developing direction, the best way and the relevant policies for Shenbei New Districtto further the development of urban agriculture, which are all in accordance with therealistic condition of Shenbei New District. A conclusion has been reached thatShenbei New District should enhance its advantages and avoid its disadvantagesfurthert further the characteristic development of urban agriculture in order to enhanceits market competitiveness and finally reach the coordinating sustainable developmentbetween economy, society, ecology and environment in Shenbei New District.
